The U.S. Federal Communications Commission’s (FCC) 4th Report & Order on Wireless E911 Location Accuracy Requirements (FCC Order) requires Test Bed results to be shared with non-nationwide Commercial Mobile Radio Services (CMRS) providers (NNPs). In order to obtain access to the above mentioned Test Bed results, the NNPs should follow the instructions provided on this page and address all questions to the contact person listed below.

In 2015, the U.S. Federal Communications Commission adopted new rules that require the nationwide wireless providers to establish an independently administered and transparent indoor Test Bed to test and verify that location technologies are capable of meeting the Commission’s new location accuracy requirements for wireless calls to 9-1-1 emergency services. (See paragraphs 121 to 132 of the FCC’s Order.) With regard to non-nationwide CMRS providers (NNPs) that cannot participate directly in the test bed, the FCC required the test bed administrator to make available to the NNPs the same data available to participating CMRS providers and under the same confidentiality requirements established by the test bed administrator. At the direction of its member companies, CTIA® established the 9-1-1 Location Technologies Test Bed, LLC (“Test Bed LLC”) as an independent company to administer and operate the indoor Test Bed consistent with the FCC’s rules. The Test Bed LLC selected the Alliance for Telecommunications Industry Solutions (“ATIS”) as the Test Bed Program Manager. The Test Bed LLC also selected LCC Design Services, a TechMahindra company, to administer and execute the Test Bed.
The Test Bed LLC and its operations are modeled on the FCC’s CSRIC III and IV methodologies and recommendations and is established consistent with the Commission’s Order. Test Bed LLC has also directed the Program Manager (ATIS) and Administrator/Executor (LCC) to implement the Test Bed consistent with the recommendations of ATIS’ Emergency Services Interconnection Forum (“ESIF”) Emergency Services & Methodologies (“ESM”) Subcommittee develops requisite test methodologies through a collaborative multi-stakeholder process.
Stage 1 of the Test Bed involves indoor testing of nationwide wireless carriers’ horizontal location technologies currently deployed for E9-1-1 in Atlanta and San Francisco. The test results are used to support carrier compliance reporting for the FCC’s interim location accuracy benchmarks. Nationwide wireless carrier Stage 1 testing occurred during the second and third quarter of 2016. Nationwide wireless carriers participating in Stage 1 will have the opportunity to request a retest or test additional deployed 9-1-1 location technologies through Stage 1A.
